John Stokes, 54, with an address at the Players Lounge in Fairview was remanded on bail to appear again at the Dublin District Court next month.
He is the fourth person to appear in court in connection with the investigation.
Mr Stokes was arrested when he presented himself to gardaí at Mountjoy yesterday afternoon.
He was subsequently charged with making a demand with menace last month.
John Stokes demanded that the former leaseholder of the Castle Public House in Summerhill close down within 24 hours.
The offence is alleged to have been committed for his own gain or that of another.
Detective Garda Damien Murphy told Dublin District Court today
that Mr Stokes had nothing to say when charged.
